Deceased person’s name on the title OR

Previous owner died without a will
Live in Greater Richmond - Petersburg, such as:

City of Petersburg

City of Colonial Heights
-
City of Hopewell
-
Henrico County
-
Chesterfield County
Earn less than 120% of Area Median Income
(2025), which is:

For a one-person household: $95,400
-
For a two-person household: $108,975
-
For a three-person household: $122,625
-
For a four-person household: $136,200
